Abstract

The frequency of flooding events has been increasing due to recent extreme weather conditions caused by global climate change. While the need for disaster response systems is becoming more urgent, existing systems have limitations in terms of their practical field applications. To overcome these limitations, this study proposes a new flood disaster response system design based on intelligent ICT convergence technology. The proposed system comprises four main functions: information integration management, real-time information sharing, on-site response management, and response outcome analysis. The information integration management function collects and integrates flood disaster-related data from various organizations. Through the real-time information sharing function, users can monitor diverse disaster-related information in real-time through a GIS-based interface. The on-site response management function facilitates efficient communication and decision-making between the disaster control center and field personnel. The response outcome analysis function evaluates the disaster response process and identifies areas for future improvement. The proposed system is designed to minimize casualties and property damage caused by flooding disasters while establishing a sustainable disaster response framework.
