Abstract

The rapid expansion of the digital financial market and amendments to the Personal Information Protection Act have elevated personal information protection in financial institutions from mere legal compliance to a strategic task demanding behavioral changes and a robust security culture. This study empirically analyzes the transfer of training effects of personal information protection education and identifies key factors promoting successful learning transfer. Using Baldwin and Ford’s transfer of training model, Structural Equation Modeling (SEM) was employed to examine the relationships among instructor competence, organizational support, security confidence, and attitudes and intentions toward compliance. The results show that instructor expertise and structured instructional design significantly impact positive attitudes and behavioral intentions. Additionally, proactive organizational support enhances security confidence and promotes compliance behaviors. The study highlights the academic value of validating transfer of training theory within personal information protection education and offers practical recommendations for improving training effectiveness through enhanced instructor expertise and organizational support. These findings provide actionable insights for designing effective training programs in financial institutions and other sectors.
